Why the same file can get different results
TikTok and Instagram both personalize recommendations, but each upload enters a different network, audience history and product context. The first viewers are different. The surrounding profile is different. Available audio, search behavior and social relationships are different.
That means “TikTok got more views” does not automatically prove TikTok prefers the creative. The TikTok account may be larger, the audience may know the subject better, or the opening may fit how that audience discovers content. Judge each version against the median for that account and format.
